December 2010 issue of the SPARC Open Access Newsletter

I just mailed the December issue of the SPARC Open Access 
Newsletter.  This issue has two articles, one on the final weeks 
of the budget-building phase of the SCOAP3 project in particle 
physics, and the other on the US mid-term elections and their 
consequences for OA.

The roundup section briefly notes 153 OA developments from 
November.
