Sorry to disagree but it could be a copyright issue. It is a copyright issue if the photograph is copyrighted. If the photograph is not copyrighted, then it is a question of what right to access and use of the photograph you have based on the purchase agreement with the library. In the case of books, the law says that once you purchase a book, you do not have to pay for it again and again and you can also pass that book on to others. But that is not necessarily the case with purchased images. Linda K.
