We are, after all, partly there, in that NIH is indirectly a central publishing organization; author pays is frequently author's NIH grant pays. Making it more direct may be more efficient. But it is all about visible hands, that is what can be done with determination and direct action. My experience of the invisible hand is that when you finally get to see it, it is in your pocket.
