Lisa, more later, but I just wanted to clarify something. When I referred to "publishing hacks" I was referring to the very-highly paid "lobbyists" for the .com/for-profit publishers. This is why I do not believe this proposed "law" will ever see the light of day so it's probably academic anyway. Most association and not-for-profit publishers are not included in that category. Sorry for the lack of clarification though.
