California Cracks One Bok/One User Borrowing California's state university system has used their leverage to break through NetLibrary's longstanding policy of allowing only one borrower at a time for thei re-books. Wired reports that half of the 1,500 e-books California will offer from the company will be open to unrestricted use. Evan Reader of the CSU Chancellor's Office told the Chronicle of Higher Education that libraries need to be tougher in their negotiations with e-book licenstors: "They accept what's put on the plate.
