The Sep. 2003 issue of SEARCHER magazine has an interesting article:

I'd be curious how many libraries have managed to negotiate with vendors
of online databases terms such as those described there under the heading
"Avoidance," such as NOT paying all upfront for an annual subscription,
and/or using third-party escrow accounts.
