RE: liability language

It seems that this brings us back to the great change from physical
resources to electronic ones via a network.  A policy is indeed necessary
to reflect the intent and good faith effort to abide by a license.  But
there is no good faith in a policy which is on the face of it
unenforceable. 

If a user comes to the library or physically misuses materials -- I can
withhold further library privileges, and fine etc.  On a large network, I
don't even know who is using the material or from what subnet. 

The restrictions of Science Online may be an effort to deal with this, but
it may be just as unrealistic.  An individual might be barred, but
monitoring useage is unacceptable.
