Licensing terms and database costs
This is a three-part question, with three very similar parts: 1. Once I heard, anecdotally, that librarians sign 80% of database licenses without really looking at them. Is anyone aware of any studies that can document this? 2. Of those who study licenses before signing, I wonder how many propose changes? And I wonder how many propose changes successfully (i.e., changes that are incorporated into the contract)? Any studies in this area? 3. What percentage of vendor cost quotes are accepted as is? Of the remaining percentage where negotiation takes place, what portion of those negotiations are successful (i.e., where the final price is reduced from the initial quote)?
