It seems to me that a possible avenue would be to have bilateral agreements between NIH and institutions that would make the latter's repositories trusted repositories so that the transfer of documents from them to NIH would be as painless as possible. NIH obviously needs a modicum of control over the process and chose to exert it directly with its own repository. Perhaps it could reinforce itself with these "trusted repositories" and everybody would be satisfed. Jean-Claude Guedon
