Atanu, As you probably know, Repec is to economists what ArXiv is to physicists. Repec invites authors to post content, but it is also happy to have the institution do the posting on behalf of authors. At OECD, where we produce around 100 working papers a year, the posting has been done by OECD's Publishing unit on behalf of authors since end-2005. Before that, authors self-posted, but only around 20% of the papers were actually posted. Worse still, of those being posted, the quality of the metadata used was inconsistent, making it hard for users to find papers. Centralising the posting process made it worth our while to build an automatic tool to do the posting. This saves everyone a lot of time and ensures high quality, consistent, posting every time. OECD Publishing is actively looking for other relevant sites onto which it can post metadata so that users find it easier to discover our papers, books and databases. We are currently building a new database into which we will store all the metadata for our published outputs, and have an export system so we can push the metadata (in XML) automatically into repositories and aggregation websites. This will replace the prototype system we already have in place. One of the benefits of the new system is that it will be able to export MARC-21 records compatible with library OPACs, a channel we consider to be of great importance in helping readers find our stuff. One advantage of our system is that all copyright management is centralized within the Publishing unit. This saves the authors another chore and ensures that OECD's copyright interests are managed in a consistent and professional manner. However, arxiv.org strictly maintains the policy of author only submission and such instruction can be viewed here http://arxiv.org/help/registerhelp. We are collaborating with institutions and libraries who are interested to deposit their content on behalf of authors. Also, the copyright ownership may vary on a case to case basis. For instance, copyright the course instruction of ethics may be retained by the university and the librarian can deposit the same in our website. This allows the central repositories to grow rapidly, by taking advantage of resource sharing and volunteering efforts. In view of this, I would like to get your opinion on the copyright adherence issues if we permit non-authors to submit materials directly or indirectly related to them.
