Submission of content in centralized repositories (from technical and managerial points of view) can be done by people who may not necessarily be the author(s) of the papers in question. However, arxiv.org strictly maintains the policy of author only submission and such instruction can be viewed here http://arxiv.org/help/registerhelp.
We are collaborating with institutions and libraries who are interested to deposit their content on behalf of authors. Also, the copyright ownership may vary on a case to case basis. For instance, copyright the course instruction of ethics may be retained by the university and the librarian can deposit the same in our website. This allows the central repositories to grow rapidly, by taking advantage of resource sharing and volunteering efforts.
In view of this, I would like to get your opinion on the copyright adherence issues if we permit non-authors to submit materials directly or indirectly related to them.
