Bravo in particular to the Russian institution, whose policy allows for a reasonable embargo period. The policy of the Turkish institution is presented much more sketchily in ROARMAP -- this is all it says: "the University to -- Require their researchers to deposit a copy of all their Masters and Ph.D. theses, published and refereed articles in the Institutional Repository of Middle East Technical University, if there are no legal objections, -- Encourage and support their authors to publish their research articles in open access journals where a suitable journals exist and provide the support to enable that to happen."
