I would like to just briefly add to the point Anthony makes here by noting that during 10 years that I worked as a publisher's editor at two different commercial STM publishing houses, a number of my journal's academic editors (editors-in-chief) made fairly large sums of money in the form of royalties and/or fees tied to the number of papers published per year. Three of these editors made more than 100K/year for their work as journal editors.
