Brian:
This idea has been developed in the work of John W.T. Smith of the
University of Kent at Canterbury, UK, who calls it "The Deconstructed
Journal". See:
Title: The deconstructed journal - a new model for academic publishing
      Author(s): John W T Smith
      Source: Learned Publishing Volume: 12 Number: 2 Page: 79 -- 91
      DOI: 10.1087/09531519950145896
Publisher: Association of Learned and Professional Society Publishers
He may have published something more recent.
