It would be MUCH better if they did not charge subscription fees, because, unfortunately, not all the authors will understand the advantage ot gives, and self-archive, at least for a while, and some users may not know where to start--of course they can be taught, but this too takes a while until it becomes widely understood. But of course you are right and being able to self-archive the published version would be an immense step forward and avoid many potential problems.
