Oxford univesrity Press license

Liblicense,

OHSU is trying to negotiate a license with Oxford University Press.  In
addition to not agreeing about whether we are multi-site or a single site,
they are pressing us for a no cancellation agreement with a 90%
cancellation fee if we do cancel.  I may not be understanding these terms
and would appreciate any insight someone might bring to help with our
negotiations.
