If the license has the strict "geographically contiguous" wording, I think it would be advisable to negotiate a change in terms so that one license covers your FTE regardless of location. Some vendors may prefer to license each site separately, but as extension sites become more common, this type of site-based pricing and licensing becomes increasingly unworkable. It would be wise not only to attempt to change the licensing terms, but also to make sure that you are not charged full price for extension sites, especially if they are small and served by the same library as your main site.
