I and others are wrestling with a different but related problem in a JISC (UK HE sector) project. What is a satisfactory way to deal with this problem? As I see it only metered usage as a basis for payment is likely to be equitable to all parties but is it feasible technically and also in terms of the budget needs of both libraries and publishers?
