I recently became aware of a practice that some publishers seem to be using to prevent widespread downloading. At least that's the only reason I can think of for it, because it was puzzling to me at first. Periodical Abstracts Research II (ProQuest, B&H, UMI, whatever) has a few full text journals in its stable (e.g., CQ Researcher) for which it doesn't display full text on the web. It faxes the article to you! Within 20 minutes after entering a fax phone number (and we all have fax machines in public areas, don't we?) the article arrives. A great way to regulate usage. Though not too convenient for undergraduates.
