Proposed federal legislation on electronic agreements

Hello:

At 67 U.S.L.W. 2583 (1999) is the report: "Congress to address electronic
agreements; bill would give online contracts legal effect": " A bill that
would provide legal effect nationwide to agreements made in electronic
form, such as contracts entered into online, was introduced March 25 by
Sen. Spencer Abraham (R-Mich.)."

The bill is S.761, The Millenium Digital Commerce Act of 1999.  The
article goes on to state that "the federal rule would not preempt state
law that covers electronic agreements -- in other words, if a state should
adopt" the Uniform Electronic Transactions Act, the NCCUSL's proposed
uniform state law that was formerly UCC draft Article 2B.
