Re language about violations by local users:  our counsel has advised us
the obvious, i.e. that we can't possibly sign such an agreement, and we
have negotiated it out of our agreements with no trouble in each case I
rememember; the vendors seem to understand readily that we can't control
our students, faculty and users.  --pg
