ILL and Full Text Articles

Since we've been discussing the potential future impacts of electronic
resources on ILL, I thought you all might be interested in an example of
how the availability of full text journal articles can also have an impact
on the conventional ILL process. 

Here in Illinois, the State Library centrally funds a Statewide
FirstSearch Purchase. For the newly started fiscal year (FY 1998),
Illinois libraries may access a dozen OCLC databases, at no charge to
them. The databases in this year's group purchase are:  WorldCat,
ArticleFirst, Contents First, FastDoc, NetFirst, PapersFirst, Proceedings
First, ERIC, GPO Monthly Catalog, MEDLINE, and UMI's Periodicals Abstracts
and ABI/Inform.  The latter two each offer full text from more than 500
journals. 

In order to get a FirstSearch authorization from the State Library, the
individual library must sign off on three ILL protocols (these three
protocols are appended at the end of this note). The first two deal with
restrictions on conventional ILL based on the availability of full text
articles. The point of the restrictions is to get folks used to using
these databases as local resources, and to cut back on conventional ILL
traffic when it can be met electronically.

     1)  Electronic resources which are available through the Statewide 
     FirstSearch Purchase should be considered local resources.  
     Requesting libraries should utilize these resources prior to 
     initiating an interlibrary loan request of another ILLINET library.
     
     2)  Lending libraries are not obligated to provide photocopies of 
     articles that are available in electronic full text through the 
     Statewide FirstSearch Purchase unless the requesting library 
     indicates that critical graphic elements are not available in the 
     electronic full text.
     
     3)  Libraries participating in the Statewide FirstSearch Purchase 
     agree not to charge other ILLINET libraries for loans, photocopies, 
     or delivery of any items requested for interlibrary loan unless the 
     requesting library has specified "Express" service as defined in 
     the ILLINET Interlibrary Loan Code.
