List members following this thread may be interested in a page SPARC has created on OA Funds: http://www.arl.org/sparc/openaccess/funds/ It contains a number of resources, including a practical guide to the design and implementation of OA Funds; an FAQ with subsections for authors, administrators, and publishers; case studies; and a spreadsheet detailing the policies and results to date for the dozen or so North American universities that have implemented Funds. This last component touches on the extent to which "split charges" have been contemplated, among other key issues. Note that the SPARC page is not designed to advocate and promote the launch of OA Funds. Rather, its aim is to help institutions that are curious to better understand why funds are being launched, the considerations and decisions involved in their creation, and how existing funds are being managed.
