You're going to have to help me out Phil.  I can't find the word 
'subscription' anywhere in:

http://arxiv.org/help/support/whitepaper

Or in the press release.  It is used in the FAQ, where the cost 
of arXiv is compared to the cost of 'subscription services'. 
But I find no evidence of it being used in the sense of your 
headline.

The term "subscription-like" to describe the new arXiv business 
model is not my invention but is used in their White Paper see: 
http://arxiv.org/help/support/whitepaper Section 2. Business 
Model

And "growing up" is a a reference to one of the quotes I use in 
the piece.
