November issue of the SPARC Open Access Newsletter

I just mailed the November issue of the SPARC Open Access 
Newsletter.  This issue takes a close look at a few threads in 
the argument that knowledge is and ought to be a public good. 
The roundup section briefly notes 223 OA developments from 
October.
