ERRATUM: IFLA/IPA statement on Open Access

Last night's posting of the press release describing the new statement on
Open Access issued by the International Federation of Library Associations
jointly with the International Publishers Association contained a URL for
the statement that came through garbled.  The moderator is abashed when
this happens and apologizes to IFLA and IPA.
