In a number of countries where the economy is less well developed, I realize that dissemination of research via journals has to be government-funded one way or another. In which case, making the journals (which the government already funds) Open Access may, indeed, make sense. However, in the current climate anyone who thinks that government funding is not subject to the vagaries of the economy must be living in dreamland!
