Congratulations to those universities forging ahead with the experiment of paying OA fees! In discussions on this topic, let's not forget that the majority of open access journals do NOT charge article processing fees, and that green OA or self-archiving does not require the payment of article processing fees. The economics of open access do not need to rely exclusively on any one model or approach. A recent study by Bill Hooker found that 67% of journals listed in the Directory of Open Access journals do NOT charge article processing fees.
