Heather -- I'm confused re 2 paragraphs. May be a simple matter of communication. I've included by questions re these 2 graphs: It seems to me that libraries which coordinate processing fee payments for open access, I DON'T KNOW WHAT YOU MEAN BY PROCESSING FEES RE JOURNALS. THE ONLY POSSIBLE 'PROCESSING FEE' I CAN INDENTIFY WITH JOURNALS COMES FROM OUR SERIALS VENDOR. PLEASE IDENTIFY OTHER FEES YOU CONSIDER 'PROCESSING.' IF YOU ARE INCLUDING AUTHOR CHARGES AS A 'PROCESSING' FEE, HISTORICALLY- FOR AT LEAST 40 YEARS & MAYBE LONGER, AUTHOR CHARGES, PAGE CHARGES, ETC. HAVE BEEN PAID BY OUR ACADEMIC DEPARTMENTS & WE DO NOT WANT TO CHANGE THAT -- THAT IS & SHOULD BE AN ACADEMIC DEPT. RESPOSIBILITY. OR, DO YOU MEAN ILL/ILB CHARGES? regardless of where the revenues for these comes from (funding agencies, departmental funds, library budgets, combinations), are in the very best position to negotiate subscription reductions for open choice payments - they are the ones who will know exactly how much revenue is going to which publishers, from their institutions. NOT TRUE AT LSU RE JOURNALS FOR THE MOST PART. WE GET A PERCENTAGE OF SPONSORED RESEARCH FUNDS WHICH GOES TO SERIALS AND THEN OUR LIBRARY BUDGET. ACADEMIC DEPTS. HANDLED OTHER CHARGES RE PUBLISHING, ETC. For that matter, it is the library which coordinates these fees -- I'M NOT SURE ABOUT THIS SINCE I DO NOT KNOW WHAT FEES YOU'RE DISCUSSING. which is in a very good position to say to a publisher - look, we've paid for this whole year via subscription, plus x for optional processing fees. Let's just deduct that processing fees from next year's subscription costs. I'M INTERESTED IN THE POSSIBILITY OF ANOTHER MEANS OF NEGOTIATING SUBSCRIPTIONS. I'D APPRECIATE YOU'RE FILLING IN THE BLANKS HERE SINCE I NEGOTIATE CONTRACTS FOR A FEW MILLION DOLLARS ANNUALLY FOR JOURNALS AND DATABASES -- THE HIGH-PRICED ONES I MEAN.
