I should perhaps draw attention to the guidelines which already exist, which were drawn up by ALPSP (with input from Blackwell and others) in 2002. See http://www.alpsp.org/socjourn1.pdf What we haven't, to date, succeeded in doing is getting publishers to indicate whether or not they abide by this code - or, perhaps even more important, to persuade societies, when they first enter into an agreement with a publisher, to insist that such principles are embodied in their agreement (it's a bit like thinking about divorce when signing a prenuptial agreement!).
