I am trying to do a cost assessment of both vendor-created solutions and
open-source solutions for creating and maintaining institutional
repositories.
At CILEA, a non-profit organizazion providing ICT facilities to
universities and research centres, we have put up and are running several
repositories for different institutions, mainly with EPrints and DSpace
(open-source free software).

The cost is 7,200 euros for start-up and first year management, then 2,400
euros/year, including the use of our hardware facilities, training and
remote assistance.

From the institution's side, we recommend a working group with some
faculties and librarians for analysis, set up and promotion (at least for
a couple of months), then a part-time librarian is enough for maintenance
if the IR is based on self-archiving. The amount of faculty involvment is
up to the institution. No IT people is needed at all.
