Correction: I left out (although I had meant to include it!) that part of recommendation (2) to encourage publishing in OA journals when a suitable one exists was also the recommendation to help fund it! Here is the exact wording of the provisional recommendation that we agreed on, from Andy Gass's (PLoS) laptop, on which it was collectively keystroked!
