I just mailed the December issue of the SPARC Open Access Newsletter.  
In addition to the usual round-up of news from the past month, it 
takes a close look at the Congressional approval of the NIH public 
access plan and the UK government response to the open-access 
recommendations from the House of Commons Science and Technology 
Committee.  Among the news stories given shorter takes are a series of 
national OA initiatives launched in November, the Kaufman-Wills study 
of open-access journals, and Google Scholar.
