We have a conundrum. The longer the misperception is propagated that 'OA publication charges are a library expense', the longer it will take to convince scholars that OA is an issue of scholarship and scholarly communication, and not a library budget issue. And hence, that it is their (the scholars') problem to address and not that of their libraries. But we cannot be surprised that libraries do feel the need to step in (a la Ann's posting), since they are merely doing what they have always done as infomediaries, and they are the one's feeling the financial pinch, after all, more so than scholars. These points have been raised by others, to be sure. But they do need restating.
