While I understand JE's thinking, I don't agree with his conclusion. Journals arise from varying circumstances - some in established fields and others in emerging fields. It would be a shame to discourage the development of a new open access journal just because there seemed to be a rule of thumb that OA is only appropriate for emerging disciplines.
