May I suggest a slightly altered idea for a unified approach?
Publish in an OA journal if/when such a suitable journal exists, and if
any necessary funds are available; otherwise, self-archive.
Reason: not all open access journals are currently funded through author
charges. Also, there are other methods for funding open access journals
which should be considered by those contemplating setting up open access
for existing or new journals.
Some examples of alternative funding models:
Journal production, particularly for electronic-only access, need not be
expensive in many disciplines. In some cases, it might make sense for
societies or associations to fund the production of journals. This will
probably be much easier with new journals, than changing the funding model
for existing journals.
Significant funders of research could consider funding the production of
journals. Doesn't this make just as much sense as funding researchers to
pay for their works to be included in open access journals? Organizations that might like to consider this approach could include
charitable associations, university presses, and government agencies.
