Affiliated researchers and independent contractors

In 2000, there was a discussion on this list about providing access to
electronic resources to researchers in contiguous research parks. The
discussion was inconclusive. How has experience been since then in
negotiating license terms for researchers affiliated with nearby research
parks or university incubators? The CLIR/DLF model license refers to
"affiliated researchers and independent contractors." Are you licensing
for those? And, have you generally expanded your definitions of user to
include other related groups, such as professors emeriti, or your boards
of governors and trustees?
