The nondisclosure clause of Netlibrary & others runs against the Michigan FOIA. According to the attorney I consult in the University of Michigan Office of the General Counsel, as soon as the contract is signed by us as a public institution, it becomes a public document. As such it becomes FOIAble by anyone in the world making a written (including e-mail) request. -bob fraser -assistant director for information policy -the mardigian library -the university of michigan-dearborn
