Rollo would, I regret, be unable to confirm this. In the last couple of years at least two major publishers priced well after August 31. Thousands of smaller publishers price after that date on a regular basis. The ASA and agents in general continue to stress the importance of pricing prior to August 31 every year to all publishers and at least the message is beginning to get through - more publishers are aware of the problems caused by late pricing but unfortunately are still not always able to price by the end of August.
