VPNs generally give access to all campus resources, including the Library. For selective access you would need a product like Ezproxy, that requires you to specify the resources as well as the access. I have reviewed most of our licenses and remote access seems to be allowed through a secure server which I would consider our VPN. However how do you handle access to journals that do not make mention of remote access or state that remote access is only available to individual subscribers.
