Interpreting Click-Through Licenses



I have recently taken an Electronic Licensing Class and have searched the
web and monitored list serves but I have not been able to find out how
people interpret Click-Through Licenses that do address such issues as
Authorized Users, Interlibrary Loan, Remote Access etc... Over the past
few years we have added online access to all our print titles and not all
required a printed signed license, such Journals as Journal of Biological
Chemistry or Journal of Experimental Medicine.  Issues relating to ILL and
Users are not addressed in these journals instead all we have to refer to
is the Proprietary Rights Notice or FAQ's.  How are most people handling
this issue, if it's not addressed then it's okay?  We are a small
non-profit research library and don't require formal licenses if one is
not required by the publishers.

Any feedback on what other libraries are doing or interpreting these types
of licenses would be appreciated.
