Surely the more interesting question is to what extent one person clicking on an agreement can bind the library. If the library patron binds only himself, then there may not be a problem. But if that click binds the library (or the state), there is certainly a problem. Does it depend if the person clicking is a staff member or officer? Are faculty officers?
