Here in Israel we have the same situation where each university has
central proxy servers - not divided by campuses or departments.

We have tried to explain to suppliers that (in our case) there are no
duplicate departments at different campuses of the same university and
therefore most of the use will be from one campus anyway. 

It doesn't seem very logical to punish institutions which have two 
physical campuses without duplicate departments.

Sometimes we have been successful with this approach & sometimes not.
