Hi. Can someone tell me if the IMF can claim that "we're not 
subject to copyright law." This is in regard to ILL for the paper 
eds. of the title "International Financial Statistics." I was a 
little surprised to see that claim (see below). I thought if you 
publish in the U.S. you have to abide by U.Sl laws. No?

Hi Bob,

Sorry, but we can't agree to the language.  We have not allowed
ILL in print or electronic form, and we're not subject to
copyright law.  Also, we wouldn't agree to be in compliance with
any specific language of a country's laws unless we had reviewed
that code, and since we serve subscribers in so many countries,
we can't review individual codes.

I'm sorry if that will prevent you from executing the license,
and that we can't be more flexible.  It hasn't been a problem in
any of the other negotiations I've handled, but I understand that
each institution has its own requirements.

No we really cannot.

We only ask that you let us print out and then send via ILL as we
do with our print material. Most publisher now can agree on this.
We are not asking for the electronic ILL. Only what is allowed
under copyright law. Please let me know what the outcome is and I
will take it to the full collection development committee.
