Call for expressions of interest for a study entitled "Implementing a National Hosting Strategy for electronic resources in Germany"

The German Research Foundation (Deutsche Forschungsgemeinschaft, DFG), in association with the Alliance of German Science Organisations, is commissioning a study to develop a national hosting strategy for licensed publications and other digital media, as well as for the large digital collections funded through the DFG's digitization programmes. The study should include the national and international context for such a strategy.

The aim of the study

The study's objective is to analyze the status quo regarding the establishment of a national hosting structure. This includes:

(1) an analysis of currently existing initiatives on a national level and of existing international approaches, both centrally and decentrally organized; and,

(2) to take into account the specific practical requirements necessary for the effective and sustainable implementation of such a strategy.

Furthermore, the study should detail possible scenarios for a national hosting strategy and include a sound recommendation on the strategy to be pursued by the contracting authority. The study can be written in German or English.

Requirements for the candidates (Contractor)

Applicants must demonstrate the relevant qualifications and the necessary capacities to carry out such a study.

Qualifications

The contractor will have a high degree of relevant expertise and competence. Applicants must demonstrate the necessary subject expertise in both the conception and execution of such a study. Furthermore, applicants must demonstrate sufficient expertise in the information procurement / information technology sector. It is also expected that the contractor will have sufficient experience in managing projects with a comparable structure (studies with several workshops and multiple interviews, the formulation of clear recommendations within complex subject areas). Furthermore, the contractor should already be familiar with issues surrounding digital media, repositories and hosting strategies.

Capacities

Applicants must demonstrate that they have sufficient qualified personnel available to them to carry out the study in the period of time mentioned below. Moreover, the candidate must posses a sufficient infrastructure enabling them to carry out the study.

A list of relevant projects from the past 5 years should be attached.

Schedule

The study is currently scheduled to take place between May and November 2009.

A written invitation for tender will be sent to qualified participants on 2 February 2009.

Selected participants will be invited to an interview in front of a selection committee on 1 or 2 April 2009.

Documents to be Submitted

When applying for participation in the procurement procedure, the following documents should be submitted along with the expression of interest:

* References regarding the expertise and qualification of the candidate
* Information on the capacities of the applicant to carry out such a study

Length of Application

The application should not exceed 10 pages.
