Utah & Berkeley faculty statement on scholarly publishing

Supposing that you do all these calculations for, say, the state of Utah -
rather than for just one school. Would it cost the state of Utah more or
less to pay OA fees for all its public higher-ed faculty, or to continue
to pay journal subscriptions for several schools?

Tossing out private schools, we have two RU1 schools, for whom the cost
might prove to be somewhat higher.

And we have a number of other schools which have substantial subscription
lists and whose faculty, given their teaching loads, must surely be
publishing less.

All schools would appreciate better journal access.

For the state as a whole, maybe OA would work?
