8 MILLION USERS

Washington DC, March 1, 2005--CQ Press, publisher of award-winning
non-partisan print and online resources on all aspects of government,
politics, current events and world affairs, is proud to announce the
addition of its two flagship journals, CQ Researcher and CQ Weekly, to the
NC LIVE community of libraries.

NC LIVE is a renowned statewide initiative that offers the 8 million-plus
residents of North Carolina free access to complete articles from over
10,000 newspapers, journals, magazines, and encyclopedias. Inclusion in
this collection gives CQ Researcher and CQ Weekly a larger online audience
than ever before. NC LIVE users benefit, too. They now have access to the
highest caliber of information aimed at expanding political information
literacy. In 44 single-subject reports each year, CQ Researcher is the key
source for scrupulously balanced explanations of controversial issues and
the pro and con arguments framing public debate. CQ Weekly is the premier
source for insightful, unbiased information on U.S. government, commerce,
and politics.

David M. Paynter, Chair of the NC LIVE Resource Advisory Committee, is

"This is a watershed moment for CQ Press," says CQ Press National Sales
Manager Keith Allen. Securing this adoption was a major coup for this
growing, independent publishing house. Shrinking budgets have been
limiting libraries' acquisition abilities, but CQ Press had the right
recipe for success. As Allen explains, "We have the unique content that
libraries and patrons love, and the right terms."

CQ Press offered NC LIVE the opportunity to use one-time funds to secure a
pre-paid subscription plus perpetual rights to current and archival
content. "The fact that they bought Perpetual Electronic Ownership Rights
(PEOR) to both databases further affirms our belief the North Carolina's
libraries want the flexibility to own in perpetuity high-quality, original
full-text content," Allen asserts.

SOLINET (Southeastern Library Network) was an important partner in making
the offer to NC LIVE. "SOLINET played a fundamental role in the purchase
of both products," says Allen. "They worked with us as esteemed partners
for NC LIVE." The NC LIVE purchase was paid for with funds from the
Institute of Museum and Library Services under the provisions of the
federal Library Services and Technology Act as administered by the State
Library of North Carolina, a division of the Department of Cultural
Resources.

The NC LIVE adoption allows CQ Press to join a resource collection that
includes some of the largest and best electronic database providers, such
as Gale, Ebsco, Grolier, and ProQuest. Keith Allen voices the excitement
