Copyright Clearance Center and OCLC

See notice below:

Can anyone clarify why OCLC would WANT to get in this particular aspect
of usiness?

Is this something libraries asked for?

Is OCLC planning on reporting usage to CCC on behalf of Illiad users?

Thanks
