questions regarding American Medical Association online access via user name/password

I have copied below a portion of the license for online access to the AMA
Publications.

I have a couple of questions which I would like to direct to those of you
who interpret and sign licenses for your institutions.

I find the language regarding the distribution of user names/passwords to
be open to interpretation. In our case we have four user names/passwords.
The AMA does require that the PDF license be filled out and sent to the
AMA office.

1. Would you interpret this section to mean that only four persons may
have the user names/passwords--or that there are four concurrent users
allowed at a time--and that the library should not distribute the user
names/passwords to a large group on campus?

2. In your normal procedures, would you refer this on for further
interpretation--or would you make a judgement based on your reading of the
license?

Any other comments you have on this would be of interest.

Institutional Conditions of Use:

All access to and use of the AMA Publications Web site is conditioned on
compliance with the following terms and conditions. Please read the
following carefully and indicate whether the institution you represent
agrees to comply.

In the event that access to the AMA Publications Web Site is made
available via user name(s) and password(s) (rather than via dedicated IP
address(es)), the Licensee agrees to limit the distribution or knowledge
of such user name(s) and password(s) so as to limit access to the Site to
the number of online users purchased by the Licensee. In no event shall
such user name(s or password(s) be published, for example, on the
Licensee's intranet site.
