NEW PARTNERSHIP BETWEEN THE INTERNATIONAL INSTITUTE
FOR STRATEGIC STUDIES AND TAYLOR & FRANCIS GROUP PLC.

Taylor & Francis Group plc, the leading specialist publisher of
scientific, academic and professional journals and books, announced today
a new publishing partnership with the International Institute for
Strategic Studies (IISS).

T&F was founded in 1798 with the launch of the Philosophical Magazine, one
of the first scientific journals produced by an independent company. This
was the start of many close collaborations with scholarly societies.

The IISS, founded in 1958 and based in London, is the primary source of
objective information on international strategic issues for politicians
and diplomats, foreign affairs analysts, international business,
economists, the military, defence commentators, journalists, academics and
the informed public. The Institute's high-profile publications are timely
and authoritative, and highly regarded as providing independent
international commentary with no allegiance to any government or other
organisation.

In 2004, Taylor & Francis will become the publisher of Strategic Comments,
an online IISS publication containing short briefings on breaking
strategic issues; and the new Armed Conflict Database, a regularly
updated IISS online resource providing detailed information on more than
70 conflicts worldwide.

>From 2005, Taylor & Francis will publish The Military Balance, the leading
annual reference work on the world's armed forces; Strategic Survey, an
annual evaluation and forecast of world affairs; the authoritative
monograph series The Adelphi Papers; and Survival, the ISI-ranked
quarterly international affairs journal.

Dr John Chipman, IISS Director, commented: "The IISS has now become the
undisputed global leader in the provision of independent information and
analysis on political-military trends. It is delighted to be in commercial
partnership with a company that is at the forefront of the publishing
business and that is able to take awareness of the Institute's products to
a wider audience. Taylor & Francis will help us to build the visibility of
the IISS brand."

Dr David Green, Publishing Director of Taylor & Francis, said: "This truly
exciting partnership strengthens Taylor & Francis' position as the key
international publisher in Strategic and Security Studies and demonstrates
a strong commitment to this subject area. The partnership will enable the
Institute to develop globally with new generation information products and
services for the strategic studies communities."
